A simple way to control the design of websites / CMS templates?

I have a hard time controlling the design and placement of elements of the page if the page design from scratch or template wordpress .. Is there a software that makes it simple? If I use simple free software as NVU just insert HTML tags and have to go and change the alignment attributes, which is a tedious process. If I use Dreamweaver, basically lets you "draw" an element that you want on the page, but then hard codes the size in pixels and the car loses leg natural properties of the tables. And now, of course, the change is to the CSS. I know of an easy to use software that does that. Any advice?
