Do people design web page layouts with CSS instead of tables?

I've always though that (and do) when designing a website, use tables to create the design. I use dreamweaver, and I, when I create a site I just insert table function and add the appropriate number of cells and columns. I was in a web design forum and found a message that claimed to know something about the use of tables over, and the last sites are all xhtml (instead of HTML) and designs are designed using css. I had always thought css was used only by the color, font, mouse over effect, so a hyperlink (This is what we have used in the past). Still can design a site using tables? Do most of the top websites use tables or css? Where I can get an introduction to desiging page layouts with CSS?
